April 29 – The groundbreaking ceremony for the expansion of China Tianying's waste-to-energy project in Hanoi, Vietnam, was held at the Soc Son waste treatment complex. Attendees included Nguyen Trong Dong, member of the CPC Central Committee and Standing Deputy Secretary of the Hanoi Party Committee; Nguyen Xuan Luu, member of the Hanoi Party Committee and Vice Chairman of the Hanoi People's Committee; Pham Anh Tuan, Vice Chairman of the Hanoi People's Political Consultative Conference; Cao Debiao, Party Secretary and President of China Tianying; along with other officials and community representatives, marking a milestone in China-Vietnam environmental cooperation.
The Hanoi waste-to-energy project, a flagship of bilateral environmental collaboration, has been featured by China's CCTV and repeatedly covered by Vietnam Television. Its first phase (5×800 t/d incinerators) is fully operational; the expansion adds 2×800 t/d incinerators, scheduled for commissioning next year.
The expansion responds to Hanoi's need for upgraded solid waste management and deepens China-Vietnam green cooperation. With a total investment of approximately $220 million, it will add 1,600 t/d of historical waste processing capacity and 45 MW of power generation. Upon completion, the plant's total incineration capacity will reach 5,600 t/d, with an intake of 7,000 t/d — among the world's largest and most advanced. Annual power output is expected to exceed 1 billion kWh, enough to meet the yearly demand of about 220,000 households in Hanoi.
Before the ceremony, Nguyen Trong Dong and Cao Debiao had a cordial meeting.

In his opening speech, Cao Debiao thanked the Hanoi government for its trust and support, pledging to uphold the principles of high-standard design, quality construction, and efficient execution. He noted that the expansion aims to reduce pollution from existing landfills, reclaim land resources, and benefit the local ecology, economy, and livelihoods.

Nguyen Xuan Luu praised the project's contributions to Hanoi's environment and energy security, calling the expansion a testament to the city's commitment to sustainable development. He urged China Tianying to ensure safety, quality, and schedule, and directed relevant departments to facilitate the project's swift completion, injecting momentum into Hanoi's green and low-carbon growth.

At the ceremony, leaders and the project owner jointly broke ground with shovels, and posed for a commemorative photograph.
The successful event marks the full construction phase of the expansion. Leveraging its integrated strengths in technology, construction, and operation, China Tianying will deliver the project on schedule, contributing to Vietnam's green urbanization and environmental governance.
